Oxford Handbook of United Nations Peacekeeping Operations (co-edited with Norrie MacQueen, Thierry Tardy and Paul D. Williams), Oxford University Press

Hard Copy Version: 2015
Paperback Version: 2017 (30 GBP)

"The Oxford Handbook of United Nations Peacekeeping Operations provides an innovative, authoritative, and accessible examination and critique of all 67 United Nations peacekeeping operations launched between 1948 and 2013. l Since the late 1940s, but particularly since the end of the cold war, peacekeeping has been the most visible and one of the most important activities of the United Nations and a significant part of global security governance and conflict management. The volume offers a chapter-by-chapter chronological analysis, designed to provide a comprehensive overview that highlights the evolution, changing nature and overall impact of UN peacekeeping. It also includes a collection of thematic chapters that examine key issues such as major trends of peace operations, the link between peacekeeping, humanitarian interventions and the responsibility to protect, peacekeeping and international law, the UN's inter-organizational partnerships and how to evaluate success or failure. l This handbook brings together leading scholars and senior practitioners in order to provide a comprehensive assessment of the successes, failures and lessons learned of UN peacekeeping since 1948. This is a unique reference book for scholars and practitioners working in the field of international relations, international security, peacekeeping and global governance."

External Book Reviews

Our handbook has so far been reviewed in International Peacekeeping (by Timothy Sisk, 2017), in Political Studies Review (by Patrick Mello, 2016), in Vereinte Nationen (by Manuela Scheuermann, 2016 - in German) as well as on the LSE Review of Books (by Gary Wilson), PassBlue (by Helmut Volger)  and H-Soz Kult (by Ulf Engler).

Below you can find some excerpts from the reviews...

"The Oxford Handbook of United Nations Peacekeeping Operations  is a landmark publication that provides in a single resource an authoritative assessment of UN peacekeeping from its inception during the immediate post-World War II period (and especially the 1956 Suez Crisis) through the complex, integrated, hybrid, and often deeply perilous missions of today (particularly in Africa, such as those in Central African Republic, Democratic Republic of Congo (DRC), and South Sudan). The handbook is edited by a remarkable collection of highly regarded scholars and analysts in the field, it is clearly and capably written and presented, and it offers to be a timeless, historical resource for this formative period in the broader evolution of international peace and security. As a handbook, it’ s not designed to be read in its entirety; rather, this impressive volume provides a complete and definitive reference guide to both the historical evolution of UN peacekeeping during this initial 65 years of peacekeeping with detailed, evaluative analysis by learned scholars and, in some instances, intellectually inclined policy practitioners, of each of the 67 operations during the period covered by the handbook (1948– 2013). The handbook’ s value is found particularly in the clear and succinct chapters that draw upon a mix of scholarly and primary document sources together with expert evaluation of the mission’ s aims, approaches, limits, and effects on achieving its mandate [...]  Overall, The Oxford Handbook of United Nations Peacekeeping Operations will stand the test of time as a critical, comprehensive, and reliable testament on the first 65 years of perilous peacekeeping. Such a comprehensive compendium is important because over time it contributes to a broader solidification of lessons learned’  from the historical experience, and the handbook itself will influence over time how these operations are seen and remembered into the future".

"In The Oxford Handbook of United Nations Peacekeeping Operations, editors Joachim A. Koops, Norrie MacQueen, Thierry Tardy and Paul D. Williams offer a major reference work that provides factual details and evaluations of each UN peacekeeping operation deployed up to 2013. Comprised of seventy-two chapters and over nine hundred pages in length, this is an invaluable study for scholars interested in the history and outcomes of peacekeeping...[...]...This volume will be a much welcome addition to any library on the United Nations or related subjects. It will be of enormous use to scholars engaged in the study of peacekeeping, whether their perspectives are grounded in the disciplines of international law, international relations or defence studies, amongst others. It is eminently accessible while not neglecting to afford attention to some of the more difficult issues to have arisen in the context of UN peacekeeping. It serves two key objectives for the interested scholar in simultaneously providing critical analysis of some of the major themes and controversies inherent in UN peacekeeping practices, while also constituting a major source of reference for factual details of every operation to have been deployed over a period of 65 years. No reputable library should be without a copy"
- Gary Wilson, LSE Review of Books, full review available here.

"The Oxford Handbook of United Nations Peacekeeping Operations edited by Koops, MacQueen, Tardy and Williams presents the first comprehensive account of peacekeeping missions from 1948 to 2013. Hence, it fills an important gap left by existing reference works, which tend to focus on the UN at large or the Security Council in particular [...] Part I of the book comprises five chapters on ‘concepts and perspectives’ that provide details on trends in peace operations, developments in international law, the dynamics of interorganisational relations, conceptions of humanitarian intervention, and the evaluation of peace operations. These chapters cover extensive ground and provide an up-to-date perspective on peacekeeping and international security. They also succeed in dispelling the conceptual confusion that prevails in some corners of the literature on peace missions. Part II is essentially a history of ‘blue helmet’ operations since the inception of the UN. This part comprises 67 chapters that cover all missions authorised and led by the UN in chronological order, starting with the military observer mission United Nations Truce Supervision Organization (UNTSO) that was created in 1948 to observe the truce between Israel and its Arab neighbours and ending with the stabilisation mission United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA) that deployed to Mali in 2013. Each chapter provides background on the origins of the respective mission, information on the mandate and key facts, a concise account on the course of the operation, and an evaluation of its successes
and failures. The empirical chapters are divided along four historical periods, each of which is preceded by a contextualising introduction from the editors. The book brings together an impressive group of academics and practitioners including leading scholars, senior diplomats and military officers with first-hand experience in UN peace operations..."
- Patrick A. Mello, Political Studies Review, Vol 15, Issue 1, 2017.

"The most surprising achievement of the book is that readers can put together the important facts concerning a particular peacekeeping operation and form their own opinions as to a mission’s viability. This is undoubtedly because of the consistent structure of the book, the matter-of-fact language of the authors, the detailed descriptions and the close reference to UN documents. In their introduction, the editors state: '[A]nyone interested in the international politics of conflict resolution and the dynamics of international peace and security more generally needs to understand the politics, practice, and impact of UN peacekeeping.' With this handbook, the editors and writers have made an important contribution to promote such an understanding among the UN member states."
- Helmut Volger, PassBlue, full review is available here.

"
All in all this is a unique, well-written and comprehensive reference book for scholars and practitioners alike."
